Universal Access to Quality Tertiary Education Act (UAQTEA)

Free Education for All: UAQTEA (Republic Act 10931) opens doors to free tertiary education. This includes:

  • Free tuition and miscellaneous fees
  • Competency assessments
  • Allowances
  • Toolkits


  • Completed 10 years of basic education
  • Passed the National Career Assessment Examination (NCAE) or similar profiling
  • Not a college graduate
  • Not a holder of National Certificate III (or higher) unless enrolled in specific programs
  • No existing government scholarships
  • Filipino citizen

Private Education Student Financial Assistance (PESFA)

Financial Aid for Tech-Voc Students: PESFA supports marginalized yet deserving students pursuing technical-vocational education and training.

  • Family income below ₱300,000 annually
